Rule Submissions for 2010 Racing Season – Submitted

Current
Section 7 A 19. If a new race
is being added to the schedule as a points race, a minimum of seven (7) days
notice. The final decision will be subject to the Board of Directors.
Proposed
If a new race or rain date
is being added to the schedule as a points race, a minimum of seven (7) days
notice to the membership is required. The final decision will be subject
to the Board of Directors.
Purpose : Avoid the

Current
Section 3 B 2. Any new engines
must be presented to the Board of Directors before it is allowed to run. The
engine can run for one (1) probation year from January 1st to December 31st if
accepted by the Board of Directors.

allowed to run. Any
proposal must be submitted to the Board of Directors at or before the cut off
date for rules submissions for that fall’s rules meeting. The Board of
Directors will present their ruling at that rules meeting. The engine can
run for one (1) probation year from January1st to December 31st if accepted by
the Board of Directors.

Current
Section 4 J. FUEL
Race gasoline with no additional performance additives will
be allowed.
Proposed
FUEL
1996 – 2003 Kawasaki ZX-7 – Standard unleaded gasoline
All other motors - Standard unleaded gasoline or VP C12
(or equivalent).
Fuel will be tested vs. a baseline fuel at the race
track. Testing at the Club trailer will be available prior the event.
Purpose : The Club needs an enforceable fuel rule to
even competition and keep costs under control. $35-$40/gal racing fuel is
outside of the spirit and intent of this racing organization not to mention the
health concerns of fuels containing MTBE (banned in most states) etc.

Section 7 A16. Any rules to be
added, amended, or deleted for the next competitive year must be submitted no
later than the fall elections meeting. Rule submissions must include an
explanation as to their purpose/justification. Rule submissions in the interest
of improved safety will be accepted at any time.
Proposed
Any rules to be added,

members in good standing (as outlined in Section 2A3) no later than

1) Under Section Five:
Miscellaneous Safety Requirements
All Cars to run steel braided or D.O.T.
approved brake lines. Nylon go-kart style
brake lines are prohibited.
Reason: Our cars are travelling at a very high rate of speed, therefore a
proper braking function is necessary to ensure the safety of everyone on and
off the track. Nylon brake lines wear through easier and fittings are not as
robust.

2) Under Handicapping
procedure: STARTING POSITIONS IN THE FEATURE
Current Rule:
May invert up to a maximum of 12 cars based on
a 24 car starting line up, which is determined on the results of the heat races.
The lowest handicap car that qualifies thru
their heat will start pole in the feature. The next lowest car will start
second, and so on….
Proposed Rule:
Invert all cars that qualify through heat
races. Number of qualified cars per heat race will be determined by the scorers
based on the car count for the night and will be communicated at the
drivers meeting.

Reason: Will make races more competitive and more entertaining for
spectators. This will also make the points race tighter and should result in
more drivers/teams having an opportunity to win races.

3) Under Section Four - J –
General Specifications
Current Rule:
FUEL - Race gasoline with no additional
performance additives will be allowed.
Proposed Rule:
FUEL – Pump gasoline only with no additional
performance additives will be allowed. No speciality fuels permitted.
(Pump gasoline means fuel readily available to the average consumer
and has an octane level of 94 or below. ex. Sunoco, Esso, Shell, Petro Canada)
Reason: Reduce cost, improve engine reliability,slow down cars and even
playing field between stock engines and modified engines that benefit from
high octane fuels

Current rule:
The board will monitor results of the probation engine(s)
and after 5 races, have the ability to balance the competition through weight
adjustments. The change will be a one time adjustment for the balance of the
season if deemed necessary.
New Rule:
The board of
directors will monitor results of the probation engine(s) throughout the
season and have the ability to balance the competition through whatever means
necessary (ie. addition of weight, carb restriction, etc.)

When – how are we going to allow a new motor to
be tested when our engine rules are frozen until the end of the 2010 season?
Would they run for points?
1.
If you want to submit a ‘new motor’ to try on probation, you must submit it to
the Board by the “Rules Meeting” for the following year.
Reason.. This gives the Board and membership time to research this motor and
there are no ‘surprises’ when the new season begins.

To allow the 750cc Suzuki up to 2003 with CV Carbs
to test in the Can-Am Midget Club for the 2010 season. This would be the next
step in motors for the Club. We would use the same format as written in the
Lancaster Club’s rule book.
Reason..
Going to any 650 or 600 fuel injected engine will be very difficult to balance
for all competitors. Going to the 750cc Suzuki will open up a new brand of
engines to the Club, still be all 750’s as Kawasaki or Suzuki and all be on CV
carbs. By limiting the Suzuki to 2003, limits the amount of titanium in the
top of the motor.

Handicap by driver not car.
If driver is changed or you miss a show, you will be handicapped as a win..180
pts. No drawing for position if you miss some races or are just a visitor.
Handicapped by last 3 races…misses are 180 pts.

Reason…Not fair to drivers/owners that are there every week for a driver to
step in when handicapped low or someone to draw for as high as 10th
place for attending a few races only. No more inverting only the top 4 from
the heats (even if we qualify 5 cars) when there is 24 cars or we have 3
heats…this only makes the top runners go back after qualifying to 12th
spot at the worst. They should start at least 15th (if we take 5
cars from each heat), 18th (if we take 6 cars from each heat). This
will give all the drivers more of a chance to win a race with those high in
points starting farther back in the field.

Rain Dates…
When the schedule is announced for the year, the last race listed will be the
last race of the year…no adding more and more races to extend the season. Rain
outs should be included on the schedule from the beginning if the tracks want
them.
Reason.. people have a list of dates that they can schedule their lives around
and know they won’t be changed.

Revisit our
handicapping system with the objective of having the faster cars start further
back in the field, this will make for a more entertaining race for the fans
and give the odds of a different winner to another team. Our present system,
in my opinion doesn’t start the faster cars far enough back, and favours the
faster cars.

Tightening up our fuel rule, it is too loosely written and
is open to interpretation, and creativity, I would suggest spec fuel ie. VP C15,
it’s reasonable priced and perhaps another fuel could be purchased at a service
station. Sunoco 94 octane.

To the Can-Am Board
I respectfully request permission to campaign a 2006
Suzuki engine in the #10 car for a limited schedule in the 2010 season. This
test will involve approximately 10 race days due to a limited availability of my
driver.
This request was refused last year and I consider it
unfortunate because no data was gathered to permit a meaningful discussion of
future engine choices and availability. The incredible number of engine
failures this season and the increasingly poor availability of replacement parts
makes the current Kawasaki’s ever more expensive to race. Rebuilds of these
older, (sometimes damaged) engines, with limited stock parts, is causing our
newer members to be disappointed. Their stock of parts etc. is limited and this
makes it harder for them to compete. The engine in question has no “kit”
factory parts available except for transmission ratios. No cams, no pistons, no
rods, no special pumps etc. that crept into our old generation Kawi’s, even the
Hyabush website has no “special” prices.
The stock ignition box and fuel mapping is fine with
either pump or race gas. Please allow this test to proceed, in the interest of
fact-finding, so that a meaningful engine discussion can be conducted in the
future. Not one based on hearsay as is presently the situation.
